I for one think a simple patch repository would be nice. CVS isn't as
useful, as we presumably want to separate patchsets (touching
overlapping kernel files) by functionality.

These kernel pieces, are you talking about a place where people can download
patches? Or cvs?
Ideally, these patches should be short lived and pushed upstream.
